Biographical Backgrounder

Neil Wilkie Hepburn

Born Dundee, Scotland July 3 1972

Immigrated to United States May 27, 1981 to the desert of southern California
• Bermuda Dunes (Palm Springs/Indio).

Graduated Indio High School 1990
• Marching Band, trombone.
• Drum Major senior year.

Met Kristina Kaye at SDSU in 1991
• Married August 3, 1996

Became a US citizen 1996

Graduated San Diego State University in 1996
• Criminal Justice Degree.
• SDSU marching band, symphonic band.

Entered Border Patrol 1998
• Served with Horse Patrol at Imperial Beach Station for 8 years. He was known for his ability to “MacGyver” everything.
• “If you look around the horse patrol corals and section you’ll no doubt see some of Neil’s handy-work,” said one co-worker.

Served as a Supervisor at Campo Station IH8 Check Point
• Also served as EMT as well as supervising the Canine Program.
• Six days shy of his one-year anniversary at the campo station when killed.
• A great influence to those with whom he worked.

Neil was involved in learning and playing bagpipes with other border patrol agents to play at border patrol functions.

In November Neil was going to be involved with the Border Patrol honor guard.

He was teaching his son to ride horses.

Neil was involved in the San Diego 4 Wheelers
• He was consistently “upgrading” his jeep.
• He took his son on more than one of these outings

Neil was a loving husband to Kristina and a devoted father to his 7-year-old son Robby and 2-year-old daughter Kayelin
• Membership in the Tierrasanta Parent-Teacher Association
• Volunteered as an AYSO soccer and Little League baseball coach in Tierrasanta
